Among the 50 municipalities with the greatest social backwardness in the country, six are from Chiapas, nine from Chihuahua, seven from Guerrero, 22 from Oaxaca and three from Veracruz, among others
The National Council for the Evaluation of Social Development Policy presented the new estimate of the Social Lag Index (IRS) of the country, an indicator composed of 11 variables, through which the degree of lag presented by the entities, the municipalities is estimated. and their localities, the level of deprivation faced by the population in essential areas, such as education, health and the quality of housing, as well as their level of equipment.
In this sense, the index includes the percentage of the population aged 15 years and over illiterate; the percentage of the population aged 6 to 15 that does not attend school; the percentage of the population aged 15 years and over without complete basic education; the percentage of the population without the right to health services; percentage of dwellings with dirt floors; percentage of homes without a toilet or toilet; percentage of homes without water from the public network; percentage of houses without drainage; percentage of homes without electricity; percentage of homes without a refrigerator and percentage of homes without a washing machine.
The five states with the greatest lag
According to Coneval, based on 2020 data, there are four entities with a “very high” degree of social lag: Chiapas, which obtains the worst scores in the IRS; in second worst place is Oaxaca; at the third site Guerrero, and at the fourth site, Veracruz.
There are, in addition, four other entities that are classified with a high degree of social backwardness; These are Puebla, which is in the fifth-worst place on the index in the country; Michoacán, which occupies the sixth place; Hidalgo, which appears as the seventh worst in this indicator, and San Luis Potosí, which is located as the 8th entity with the greatest social backwardness in Mexico.
A lost decade
It should be noted that these entities are the same as in 2015 they occupied the eight worst places in the index, only that some of them in a different order. Five years ago, the entity with the greatest lag was Oaxaca, followed by Guerrero, Chiapas, Veracruz, Puebla, Michoacán, San Luis Potosí and Hidalgo.
The same occurs if the relative position occupied by the states is compared with the 2010 measurement: the worst in that year was Guerrero, followed by Oaxaca, Chiapas, Veracruz, Puebla, Michoacán, Hidalgo and San Luis Potosí.
The most marginalized municipalities
It is important to point out that within the entities of the Republic there are profound inequalities and, although some of them are not considered as having a high degree of marginalization, they are spaces where some of their municipalities present severe levels of deprivation.
Thus, among the 50 municipalities with the greatest social backwardness in the country, six are from the state of Chiapas; nine from Chihuahua (which is considered as having a low degree of social backwardness), and where the greatest inter-ethnic inequality in the country is registered since the municipalities highly lagged are from the Sierra Tarahumara; one from Durango; seven from Guerrero; one from Jalisco, one from Nayarit; 22 from Oaxaca, and three from Veracruz.
WHERE OBLIVION DWELLS
In Mexico, there are municipalities literally forgotten. In them, access to water, a refrigerator, a washing machine, a school, whatever it may be, is a luxury that is perceived as practically impossible. These are the municipalities that remind us of the enormous fractures of inequality, but that, above all, rebuke us in the development model that continues to prevail in the country, and in the erratic economic and social development policy that has prevailed for several decades in the country and that in the present administration they have only been prolonged.
