Human Rights, pending issue of the AMLO government

For Amnesty International, after a year of the government of President Andrés Manuel López Obrador, the human rights crisis is a pending issue, as his administration has shown little substantial progress to resolve it. This is what the agency made known in its report Mexico: when words are not enough. The situation of human rights after one year of government. Although he acknowledges that there are advances especially in the narrative, a substantial change is not seen in the lives of millions of people in the country.

—With words, as we have seen in past administrations, that situation is not going to change. Laws and decrees are only promised on paper, ”said Erika Guevara Rosas, Amnesty International Director for the Americas during the presentation of the document.

To the extent that the Government of President Andrés Manuel López Obrador does not have an intention and a political will to transform those policies and laws into concrete actions to improve the lives and dignity of people, it seems to us that it will only be a repetition of past governments.

The balance focused on four themes: security and human rights strategy, gender-based violence against women and children, migrants and asylum seekers, and space for civil society.

Violence in Mexico

For Guevara Rosas, the high levels of violence that threaten the right to life, the torture that is still widespread, the rates of violence against women and the militarized security strategy show the tragic reality in Mexico

According to the executive secretariat of the National Public Security System (SNSP), as of October 2019, there have been 28,741 murders. An increase is observed compared to 2018 when in the same period there were 24 thousand 22 homicides.

That year the figure closed with 34,202 people killed and made it the most violent since the record was made. It should be noted that the six-year term of Felipe Calderón Hinojosa accounted for 101,120 homicides, while that of Enrique Peña Nieto 121,940.

The report also points out that the creation of the National Guard gives continuity to the deployment of the military to carry out public security tasks, which correspond to the police. This strategy emerged in the administration of Felipe Calderón, in 2006, with the so-called “war against organized crime”.

Another concern reflected in the document is the protection of human rights defenders and journalists. It reports that during this administration 24 human rights activists and 15 journalists or media workers have been killed. And he accuses that some of them were within the Protection Mechanism for Human Rights Defenders and Journalists and alerted the authorities that they were at risk.

Regarding violence against women and girls, the report points out that it continues to be generalized and has several pending issues. The most urgent: end the femicides, since 748 were reported from January to September 2019. During Enrique Peña Nieto’s administration, the executive secretariat of the SNSP registered 2,486 femicides. This crime began to be registered as such from 2015.

For Amnesty International, the López Obrador government has shown interest in advancing in the respect, guarantee, and protection of human rights, but problems in the design and implementation of public policies weaken its ability to achieve real changes.
